Using some kind of paperwork fiat having questionable legality, the state of Pennsylvania now appears to have reduced the amount of money paid to disabled individuals eligible to receive Supplemental Security Income, shown as a reduction in 'PA SSP'.  The original joke about PA-SSP payments, which can be a relatively small amount paid to individuals (compared to states such as CA), is that such reduction can be reallocated to provide condoms for married couples.
